NYC Review of Public Conveniences - Update

 

1.0          Purpose of Report

 

To inform and update Scarborough and Whitby Area Constituency Committee of progress reviewing public conveniences across North Yorkshire

 

2.0       Summary

 

We are continuing to move forward with the implementation of the new Senior Management structure for Environmental Services and Climate Change, within which Public Conveniences sits. As part of this we are seeking to increase our capacity to undertake a full review of public conveniences across North Yorkshire.

 

 

3.0       Timeline

 

Stage 1  July 2023 - March 2024

 

·         Establish the current status of the network, including condition surveys and site features – pay on entry, operating costs – staffing, utilities, maintenance etc.

·         Explore undertaking a usage study across the network

·         Explore consolidation of operational responsibilities and budgets into Environmental Services along with new Service senior management structure.

·         Review the sites identified by Parish and Town Councils received as part of the first round of expressions of interest in devolving functions/services.

·         Enter dialogue with Environmental Services Member working group [currently being formed] and Management Board, to discuss scope and parameters around the service. To identify any MTFS savings requirements/aspirations.

 

Stage 2  March 2024 – September 2024

 

·         To agree a new NYC public convenience strategy by reviewing the following;

 

1.    To conduct a network review – number, location and condition

2.    To agree a new operating model

3.    Agree service standard levels across the County – opening times, cleaning frequency

4.    The role of pay-on-entry and technology – auto open/closing, utility saving measures

 

·         Should subsequent expressions of interest be forthcoming from Parish/Town Councils, these will be considered on merit.

 

 

 

Stage 3 – July 2024 onwards

 

·         Implement new strategy and the associated programme of works.

 

·         Please note the above timeline is indicative and will be refined as the scheme progresses.
